Open Forum NatSalMo is back in Campobasso

The Open Forum #Natsalmo is back on Monday 29 November.

In Campobasso, at the headquarters of the former GIL from 15.00 to 18.30 we will discuss in a proactive manner the River Contracts, voluntary tools for planning and strategic management of river resources, the result of a synergistic collaboration between institutions and citizens.

As part of our project, in fact, the activation of two governance paths is envisaged that will lead to the creation of two River Contracts: one for the Upper Volturno and one for the Biferno River.

The River Contract is an innovative tool for planning and coordinating interventions, shared with the various public, private and voluntary organizations present in a given territory; it is therefore, among other things, a unique opportunity to protect the river environment, as well as the management of hydraulic and morphological risk, able to reconcile these purposes with the local socio-economic development objectives of the reference areas.

The River Contract, a practice already developed at an international and national level for some decades, is a voluntary instrument of strategic planning and negotiated on a participatory basis, recognized at national level (Article 68bis of Legislative Decree 152/2006, as amended by Law . 221/2015) and regional (LR 42/2005, as amended by LR 1/2018).

The governance path of the River Contract is configured as an opportunity to promote greater integration between local and supra-local policies, to optimize public and private investments in a synergistic and collaborative way, as well as to attract new functional resources for better hydraulic-environmental management and socio-economic of the river system and the territories connected to it. These purposes are flanked by those of increasing awareness in local actors about the importance of care in the integrated management of river ecosystems and of triggering good environmental management practices capable of supporting local systems (production activities, tourism, leisure, etc. ) involving institutional and non-institutional subjects. In this sense, the Life Nat.Sal.Mo. it may be an opportunity to start, even on an experimental basis, the institutional experience of the River Contracts in the areas indicated above by collaborating with the competent regional structures and with the involvement of potentially interested public entities.
